Kochi, April 22: The changes aim to provide immediate relief to residents and developers in the municipalities and panchayats surrounding the corporation until the comprehensive 2040 Amrut Master Plan is fully implemented.

Why the Change?

While the Kochi corporation area already follows the 2040 master plan regulations, surrounding local bodies were restricted by the aging 1991 framework. Many older proposals had become impractical due to evolving traffic patterns and environmental shifts.

Key Changes

Agricultural Zone Relaxation

Agriculture (with flood risk):

  • Residential construction limit increased from 300 sqm to 500 sqm

  • Commercial limit increased from 200 sqm to 300 sqm

Agriculture (without flood risk):

  • All residential types permitted (including flats)

  • Warehouses/godowns allowed on plots with 7-metre road access

Mixed-Use Development

Residential, commercial, and industrial zones now allow blended usage. Residential projects are now permitted within industrial and public/semi-public zones, with commercial limits in public zones increased from 200 sqm to 1,000 sqm.

Road Width Revisions

Outdated 27-metre road proposals scrapped in favour of realistic transit corridors:

  • Seaport-Airport Road Phase II: 45m

  • New NH 966A link: 45m

  • HMT Road and Kinfra Medical College Road: 22m

  • Kangarappady-Medical College Road: 18m

  • Easier procedures for major projects (Judicial City, Logistics Park, Infopark expansion)

  • Address long-standing public grievances and pending court cases regarding land use
