Haryana Building Plan Approvals to Go Fully Online: CM Nayab Singh Saini’s Big Push for Transparency

Chandigarh, April 4, 2026: In a major move to simplify construction permissions and curb delays, Haryana Chief Minister Nayab Singh Saini has directed that the approval process for all building plans — residential as well as commercial — be made 100% online across the state.
Chairing a high-level meeting of the Urban Local Bodies Department on Friday, the Chief Minister emphasized that the new digital system will bring greater transparency, faster clearances, and fixed accountability for officials.
Key Highlights of CM Saini’s Directives

Fully Online Building Approvals: The entire process of submitting and approving building plans will soon shift to an online portal. Clear timelines will be set for each stage, and officials will be held personally accountable for any unnecessary delays.

Strong Focus on Wastewater Reuse: CM Saini stressed the need to maximize the use of treated water from Sewage Treatment Plants (STPs). He directed officials to use this water extensively for irrigating parks, agriculture fields, and for industrial purposes. Proper pipelines from STPs to end-use points will be developed on priority. All new STPs in the state will mandatorily include reuse systems.

Road Infrastructure Overhaul: The government aims to make Haryana’s urban roads pothole-free. GIS mapping of nearly 16,000 km of roads has already been completed, and complaints are being resolved through the ‘Mhari Sadak’ mobile app.
As many as 2,276 roads have been identified for improvement:
- 1,144 roads will be newly constructed at a cost of ₹510.34 crore
- 1,083 roads (591.51 km) will be reconstructed at ₹594.91 crore
- 49 roads will receive patchwork repairs
CM Saini warned contractors and officials against any delay after tender allotment and made it clear that quality work must be completed within the given deadlines. He said no laxity in development works will be tolerated.

While reviewing the Urban Challenge Fund and upcoming development projects, the Chief Minister reiterated that the Haryana government is fully committed to improving urban infrastructure and raising the quality of life for citizens.
“Timely completion of projects and better utilization of resources like treated wastewater are essential for sustainable urban development,” Saini said.
