Chandigarh, April 4, 2026: The Haryana Government has introduced a new policy for mixed land use zones in urban areas. As per the new rules, a minimum of 70 percent of the land in such zones must be utilized for the primary (main) use.

The policy has been notified by Additional Chief Secretary of the Town and Country Planning Department, Anurag Agarwal. This is the first time the state has clearly defined the percentage of permissible uses in mixed land use areas under development plans.

Key Highlights of the New Policy:

  • In mixed land use areas, at least 70% of the land must be used for the main approved activity, while the remaining 30% can be used for ancillary (supporting) uses.
  • The Floor Area Ratio (FAR) and ground coverage for institutional, residential, and commercial uses will be allowed in the same proportion.
  • Example: If 70% FAR is proposed for the primary use, the project proponent must ensure at least 70% ground coverage for that use.
  • Mixed land use will be permitted only on service roads having a minimum width of 24 meters, located along sector-dividing roads.

Restrictions on Industrial Use:

Industrial use in mixed zones will remain restricted to the existing permitted limit. No further expansion of industrial activity will be allowed in the future. However, conversion of existing industrial units into residential, commercial, or institutional use may be permitted as per the new policy norms.

The government stated that earlier development plans allowed mixed land use but did not specify the percentage breakup, leading to ambiguity. The new policy aims to bring clarity, transparency, and planned development in urban areas.
