Panchkula, May 18: HSPCB has issued a show-cause notice to HSVP for illegally dumping C&D waste on its own land in Sector 5. The board cited violations of environmental rules, leading to pollution and health hazards, and demanded immediate removal of the waste.

Violations Found

The notice, issued by the HSPCB regional office in Panchkula, states that a field inspection found large quantities of C&D waste dumped in violation of the Environment (Construction and Demolition Waste Management) Rules, 2025. According to the board, the dumping was causing air pollution, land degradation, public nuisance and health hazards, reflecting a failure by the authority to discharge its statutory responsibilities.

Legal Action and Deadline

Issued under Section 5 of the Environment (Protection) Act, 1986, the notice directs HSVP to immediately stop further dumping and ensure scientific removal of the waste as per prescribed norms. HSPCB warned that non-compliance could invite environmental compensation and further legal action. HSVP has been asked to submit a reply within seven days explaining the dumping.

Rule 16 Compliance

The board also cited Rule 16 of the C&D Rules, which places responsibility on urban local bodies and development authorities to monitor implementation, prevent violations and ensure proper waste management. Failing to reply, the board said it would presume the authority has no defence and proceed with action.

Activists' Concerns

"The C&D waste is also present in other parts of the city. The board should take note of that and ensure its notice leads to actual removal. Earlier, a notice was issued to the MC over burning in open areas, but it still continues," said Mohit Gupta, founder of Solution Box.
