Lucknow Development Authority to Launch OTS Scheme from April 18, Set Up Help Desk for Defaulters

Lucknow, March 26: The Lucknow Development Authority (LDA) is set to launch its one-time settlement (OTS) scheme from April 18, providing a significant relief opportunity for property defaulters. The decision was finalized during a review meeting chaired by LDA Vice-Chairperson Prathamesh Kumar on Wednesday.

Under the scheme, defaulters will be able to clear their outstanding dues and regularize their properties with substantial financial relief, including a complete waiver of penal interest.

Key Features of the OTS Scheme

The OTS scheme offers several benefits to eligible allottees who have defaulted on their payments:

  • Complete waiver of penal interest for the default period

  • Simple interest only, calculated through software

  • 2 per cent rebate if the full OTS amount is deposited within 30 days

  • Flexible payment options for larger dues

  • Three-month disposal timeline for applications

Payment Terms and Installment Options

For allottees with dues exceeding ₹50 lakh, the scheme offers flexible payment terms:

  • One-third of the amount to be deposited within 30 days

  • Remaining amount to be paid in three bi-monthly installments over six months

one-month grace period will be allowed for delayed payments, though applicable additional interest will be charged.

Dedicated Help Desk for Applicants

To facilitate smooth implementation, LDA will establish a special OTS help desk at the single-window counter on the ground floor of the LDA headquarters. The help desk will:

  • Provide detailed information about the scheme

  • Guide applicants about eligibility criteria

  • Assist in completing the online application process

Applications submitted under the scheme will be disposed of within three months of submission.

Outreach to Defaulters

LDA officials have been directed to prepare a comprehensive list of defaulters and ensure that information about the scheme reaches every eligible allottee. The authority will contact defaulters through multiple channels:

  • Phone calls via the call centre

  • SMS alerts

  • Emails through the IT cell

  • Formal letters for those who may be missed through digital communication

Properties Covered Under the Scheme

The OTS scheme covers a wide range of property types, including:

  • Residential properties

  • Commercial properties

  • Properties allotted to government institutions

  • School plots and properties for charitable organizations

  • Auctioned properties

  • Properties allotted to cooperative housing societies

According to the LDA Vice-Chairperson, allottees who failed to deposit installments on time and were subsequently charged penal interest will be able to clear their dues and regularize their properties through this scheme.

Objectives and Benefits

The OTS scheme is designed to achieve multiple objectives:

  • Provide relief to defaulters by waiving penal interest that may have accumulated over time

  • Encourage property regularization to bring more properties into formal compliance

  • Boost LDA revenue by facilitating the collection of outstanding dues

  • Reduce pending cases of default that have burdened the authority's administration

Application Process

Eligible allottees can apply through the online portal with assistance from the dedicated help desk. The application process will be streamlined to ensure quick disposal, with a target of processing all applications within three months.

The scheme offers a time-bound opportunity for defaulters to regularize their properties without the burden of heavy penal interest, which may have made it difficult for many to clear their dues in the past.

Outlook

With the scheme set to launch on April 18, LDA officials are now working to ensure all necessary arrangements are in place. The dedicated help desk will be operational to assist applicants from the first day of the scheme.

For property allottees who have been carrying overdue payments, the OTS scheme represents a significant opportunity to regularize their holdings with substantial financial relief. The waiver of penal interest and the option to pay in installments for larger dues are expected to encourage widespread participation.

The success of the scheme will depend on effective outreach and seamless implementation, with LDA officials emphasizing their commitment to ensuring that information reaches every eligible allottee well in advance of the April 18 launch date.
