Jammu, March 28: The Jammu and Kashmir government on Friday informed the assembly that 31,173 houses have been completed under the Pradhan Mantri Awas Yojana (Urban) since the scheme's inception, while delays in completing remaining units are largely due to beneficiary-related constraints.

Under the Beneficiary-Led Construction (BLC) vertical of PMAY-Urban 1.0, a total of 39,153 houses were sanctioned across the Union Territory. Of these:

  • 31,173 houses have been completed

  • 7,980 houses are currently under construction

  • The target is to complete all units by the extended mission deadline of September 2026

Jammu district recorded the highest number of sanctioned houses:

In the Lal Chowk Assembly constituency, 423 houses were sanctioned under PMAY-Urban 1.0, with 263 completed and 160 currently under construction.

PMAY-Urban 2.0 Progress

Under the new phase of the scheme, 21,271 applications have been received through the Unified Web Portal:

  • 16,830 applications have been verified

  • 2,641 applications remain pending verification

  • 2,863 applicants have been found eligible

  • 2,120 houses have been approved with financial assistance of 53 crore

Affordable Housing in Partnership (AHP) Vertical

Under this component, the Ministry of Housing and Urban Affairs has approved 1,272 flats:

  • 760 EWS units at Bhalwal in Jammu

  • 208 units at Roop Nagar in Jammu

  • 304 units at Chakhar Sundli in Udhampur

Beneficiary verification for these units is currently underway.

Reasons for Delays

The government explained that under the BLC component, construction is primarily undertaken by beneficiaries themselves. Financial assistance is released in instalments based on construction progress verified through field inspections and geo-tagging:

  • Central share: 1.50 lakh

  • UT share: 0.1666 lakh (16,660)

  • Beneficiary contribution: 2.93 lakh to 3.39 lakh

Key reasons for delays include:

  • Limited financial capacity of beneficiaries

  • Difficulty in mobilising funds for their contribution

  • Rising construction material costs

  • Personal constraints of beneficiaries

Interest-Free Loan Facility

To address these challenges, the Housing and Urban Development Department has introduced an interest-free loan facility of 2 lakh per beneficiary through J&K Bank. The loan is repayable over 10 years and is designed to help beneficiaries complete their houses under the scheme.

Significance

The PMAY scheme remains a critical initiative for affordable housing in Jammu and Kashmir, particularly for economically weaker sections. The extended deadline of September 2026 provides additional time to complete the remaining units, while the new loan facility addresses the financial constraints that have been a major bottleneck.
