Building Construction Made Easier in Haryana with Self-Certification; E-Auction Rules Revised

Chandigarh, May 4: The Town and Country Planning Department has released a draft amendment to the Unregulated Development Control Regulations, proposing self-certification for building construction and land use permissions in controlled areas.

Self-Certification System

Under the new proposal, applicants will no longer need to go through lengthy verification processes. They can self-certify documents and apply online. If all conditions are met, the permission will be considered automatically valid.

This system is expected to increase transparency and reduce delays in construction projects.

Penalty for False Claims

If any applicant conceals facts or submits false documents to obtain approval, the permission will be cancelled with immediate effect.

Public Feedback

The department has invited suggestions and objections from the public on this draft until May 30. Real estate developers and homeowners are expected to benefit significantly from this change.

HSVP E-Auction Rule Changes

HSVP has also revised e-auction rules for properties:

Property Type Minimum Bidders Required
Residential & Commercial Sites       4 bidders
Institutional Sites 2 bidders
Major Sites 3 bidders

If minimum bidder numbers are not met, the e-auction will be cancelled. Earnest Money Deposit (EMD) will be refunded to applicants within three days.

Objective

The changes aim to ensure fair pricing for properties and prevent undervaluation due to low bidder participation.
