UP Draft Unified Industrial Development Authorities Rules: 5 Key Proposals Explained for Noida, Greater Noida and YEIDA

Lucknow, April 20: The rules will apply to authorities such as Noida, Greater Noida, Yamuna Expressway, UPSIDA, UPEIDA, and any future industrial development authority.
5 Key Proposals
1. Higher FAR Linked to Road Width
Under the proposed norms, FAR is set to increase and will link directly to road width, allowing higher-density development along wider roads.
Current FAR ranges:

Industrial plots: 0.6 to 2

Group housing: 2.75 to 3.5

Institutional projects: 0.8 to 2.75

Commercial developments: 1.2 to 4
Proposed: FAR increases with road width (no upper ceiling on roads 45m and above for industrial plots)
2. Reduced Setback Requirements

Current: Setbacks up to 16m front, 12m rear/sides

Proposed: Standardised to 9m front, 6m on remaining three sides

Impact: Frees up more usable land; ground coverage currently 35-40% for group housing, 35-60% for industrial plots
3. Eased Parking Norms

Commercial projects (current): 1 slot per 30-100 sq m

Commercial projects (proposed): 1 slot per 50-500 sq m (depending on project size)

Residential: 1 to 1.5 parking slots per unit

Industrial: 1 slot per 300 sq m
4. Reduced Landscaping Requirements

Current: 25-50% of plot for greenery

Proposed: 5 to 10% (greenery ensured at layout level through tree planting)
5. Removal of Height Restrictions
Height restrictions of 10 to 24 metres will be removed except where aviation safety or heritage rules apply.
Applicability
The rules will apply to Noida, Greater Noida, Yamuna Expressway, UPSIDA, UPEIDA, Gorakhpur Industrial Development Authority, UP State Industrial Development Authority, UP Expressway Industrial Development Authority, and Satharia Industrial Development Authority.

Expert Views
Dinesh Gupta, President of Credai West UP, said the draft rules are beneficial and will drive vertical growth instead of horizontal expansion.
Suresh Garg, CMD of Nirala World, said the reforms will promote vertical growth and establish a single, transparent framework for developers.
Rajiva Singh, President of Noida Federation of Apartment Owners Associations, said civic infrastructure (sewage, power, water) must be upgraded alongside higher density development.
