Chandigarh, April 29, 2026: The Haryana government is set to allow “stilt-plus-four” (S+4) floor construction in most parts of the state after the Punjab and Haryana High Court clarified that the recent ban applies only to Gurugram.

The clarification has brought relief to developers and homeowners, as the earlier interim stay—issued on April 2—was based on infrastructure and encroachment concerns specific to Gurugram.

Court Clarification Brings Relief

On April 27, a bench led by Chief Justice Sheel Nagu and Justice Sanjiv Berry specified that the restriction was limited to Gurugram due to localised urban challenges. This effectively opens the door for implementation of the policy in other districts.

Conditions Still Apply

Officials from the town and country planning department said that final approval will follow once the certified court order is received. However, the policy will come with strict compliance requirements:

• Mandatory no-objection certificate (NOC) from immediate neighbours
• Plot must face a minimum 10-metre-wide road
• Adherence to updated building code norms

These conditions aim to ensure that higher density construction does not strain existing infrastructure.

Policy Background

The stilt-plus-four policy allows construction of four residential floors above a stilt parking level. While it has been seen as a way to increase housing supply, it has also faced criticism over pressure on civic amenities such as roads, drainage and water supply.

The state government now plans to move ahead with the revised 2024 building norms in urban estates and private colonies outside Gurugram.

The move is expected to revive construction activity and boost housing supply in several Haryana cities. Developers and individual plot owners, who were impacted by the earlier uncertainty, are likely to benefit once the policy is formally reinstated.
