Prayagraj Development Authority Relaxes Housing Rules, Allows Multiple Family Members to Buy Flats

Prayagraj, May 1, 2026: In a major policy reform, the Prayagraj Development Authority (PDA) has introduced new housing norms allowing multiple members of the same family to purchase separate flats or houses under its residential schemes.

Big Policy Shift After 26 Years

Earlier, only one family member was eligible for allotment in PDA housing schemes.
The new Model Costing Guidelines mark a significant change after more than two decades.

Aim: Boost Sales of Unsold Inventory

The move is designed to:

• Increase buyer participation
• Clear large stock of unsold flats in older schemes
• Improve housing accessibility and affordability

Brokers to Help Sell & Renovate Flats

To tackle vacant inventory, PDA will now:

• Partner with brokers to bring buyers
• Get flats renovated (painting, repairs) before sale
• Recover renovation cost from buyers
• Offer commission to brokers (structure pending)

Focus on Improving Old Housing Stock

Many flats remained unsold due to poor condition. The new approach aims to:

• Make units market-ready
• Improve buyer confidence
• Accelerate sales in older projects

Key Housing Schemes Affected

Unsold units exist across multiple schemes like:

• Kalindipuram (Jagriti Vihar)
• Yamuna Vihar (Naini)
• Alaknanda Apartments (Govindpur)
• Mausam Vihar, Manas Vihar, Azad Apartments

What It Means

The policy is expected to:

• Give more flexibility to families
• Improve absorption of unsold inventory
• Support overall housing demand in Prayagraj
