Haryana Plans Mandatory EV Charging Points in Societies, Malls and Offices

Gurugram, April 29, 2026: The Haryana government has proposed amendments to its Building Code, 2017, to make electric vehicle (EV) charging infrastructure mandatory in new residential and non-residential developments across the state.
The Department of Town and Country Planning (DTCP) has issued a public notice inviting objections and suggestions from stakeholders within 30 days, with the deadline set for May 26, 2026.
Key Proposal Highlights
Under the draft amendments:
• EV charging infrastructure will be exempt from Floor Area Ratio (FAR) calculations
• All parking spaces in new and redeveloped projects must be EV-ready
• Pre-installed conduits will be mandatory for future charging setups
Charging Norms for Different Projects
For non-residential buildings such as malls, offices, hotels and commercial complexes:
• At least 1 EV charging point for every 3 parking spaces
• 100% parking spaces to be EV-ready
For residential projects including group housing and societies:
• At least 1 EV charging point for every 5 parking spaces
• All parking slots must be EV-ready
Charging stations can be installed in basements or stilt parking areas, subject to fire safety norms.
Push for EV Adoption
Officials said the move aligns with the Centre’s push for clean mobility and aims to ensure that infrastructure is ready as EV adoption rises.
Urban planners have largely welcomed the proposal, particularly the exemption from FAR, which allows developers to add charging facilities without impacting project density.
Challenges and Concerns
However, stakeholders have raised concerns over implementation aspects such as electricity load management, safety norms and cost-sharing responsibilities within housing societies.
Experts believe that clear operational guidelines will be essential for smooth execution, especially in densely populated urban areas like Gurugram.
If implemented effectively, the policy could significantly boost EV readiness across Haryana’s key cities, including Gurugram, Faridabad and Panchkula.
