Noida, April 9: The Authority had imposed the ban in 2021. It has now been removed following approval from the Board Chairman on the orders of the Supreme Court.

Conditional OC

Satish Pal, Additional CEO of Noida Authority, stated that Occupancy Certificates (OCs) will only be issued if builders complete construction for sports activities within three years.

20% Inventory to Remain Mortgaged

Until construction is completed, 20 per cent of the inventory will remain mortgaged with the Authority as security.

Background

The Authority had prepared the Sports City project plan to promote sports activities in Noida. The master plan was first issued in 2008 and extended till 2009. Land was allocated between 2010-11 and 2015-16 across sectors.

Four consortium builders were allotted land but sub-leased it to other builders. Approximately ₹12,000 crore in dues remained unpaid to the Authority, leading to the 2021 ban on map approvals.

Sports Facility Requirement

Under the rules, builders were required to use 70 per cent of the land for sports infrastructure and only 30 per cent for residential (28%) and commercial (2%) purposes. However, no sports activity work was carried out.

Builder Compliance Requirements

Builders must now:

  1. Obtain Time Extension Certificate from commercial department

  2. Comply with NGT decisions

  3. Follow Building Bye-laws 2010UP Apartment Act 2010RERA Act 2016

  4. Adhere to National Building Code (NBC)

  5. Complete all services mentioned in the brochure

  6. Keep water, electricity, sewage, firefighting, lifts, rainwater harvesting systems functional

  7. Provide EV charging in basement parking

  8. Provide internet infrastructure

  9. Provide visitor car parking inside premises (not on roads)

  10. Deposit adjustment fee

Temporary Occupancy Condition

Temporary occupancy is granted on condition that within two months, project services (sewerage, water supply, drainage, electricity, roads, green area) will be verified by the project department.
