An ongoing probe into occupation certificate irregularities in Gurugram has uncovered widespread violations. A joint team inspected 22 buildings in Sector 70A, finding at least 14 incomplete structures were granted OCs.

Gurugram, April 10: The inspection covered BPTP Astaire Gardens, Imperial, and Green Oaks in Sector 70A, where teams conducted on-ground verification of stilt-plus-four structures.

Architects Under Scrutiny

A list of architects involved in issuing OCs to these incomplete buildings has been prepared. A DTCP official said: "All such cases are being examined and responsibility will be fixed. Strict action, including blacklisting and suspension of licences, is being considered."

Background

The case dates back to complaints regarding misuse of the self-certification policy, under which architects are authorised to certify building completion while the department verifies only a fraction of cases. The CM Flying Squad sought a list of around 1,500 OCs issued between July 2025 and March 2026 , which are now being examined in phases.

Officials' Statements

A CM Flying Squad official said: "In several cases, OCs were issued even before construction was completed. This is a direct violation of rules and compromises safety. A detailed investigation is underway and a report will be submitted to senior authorities."

Town Planner Praveen Chauhan said: "The violations found during inspections are grave. A list of concerned architects has been prepared and departmental action is being initiated. Monitoring will be strengthened to prevent such lapses in future."

Wider Impact

Earlier inspections in areas such as South City-1, South City-2, Ansal Esencia, and Sector 61 revealed similar patterns. The probe is expected to widen further, putting the spotlight on systemic gaps in Gurugram's urban planning and enforcement framework.
