New Delhi, April 29, 2026: Delhi’s Environment Department has submitted the draft State Action Plan on Climate Change (SPACC) 2.0 to the Ministry of Environment, Forest and Climate Change for approval, outlining a comprehensive roadmap to tackle climate challenges up to 2030.

The updated plan replaces the earlier framework introduced in 2019 and incorporates the latest climate science, recent datasets and district-level vulnerability assessments.

Focus on Measurable Climate Action

Officials said SPACC 2.0 shifts from a broad policy framework to a more action-driven approach, defining sector-specific mitigation and adaptation strategies with measurable targets.

The plan is aligned with India’s national and global commitments, including climate goals under international agreements and sustainable development frameworks.

Stronger Governance and Financing

The revised blueprint proposes:

• Enhanced monitoring and evaluation systems
• Climate finance mechanisms including green budgeting
• Innovative funding approaches for project implementation

These measures aim to strengthen institutional capacity and ensure effective execution of climate initiatives.

Nature-Based Solutions at Core

A key highlight of the plan is the integration of nature-based solutions into urban planning. This includes:

• Urban afforestation and city forest development
• Wetland conservation and ecosystem restoration
• Sustainable land-use planning and water management

Initiatives like plantation drives and biodiversity conservation are expected to play a central role in climate resilience.

Addressing Rising Climate Risks

Delhi has been witnessing increasing extreme weather events, particularly heatwaves. Studies have indicated that large parts of the city face high heat stress levels, making climate adaptation strategies critical.

The updated plan aims to address these risks through targeted interventions across sectors such as environment, water, infrastructure and urban development.

Once approved, SPACC 2.0 will guide Delhi’s climate policy framework through the end of the decade.
