Margao Mormugao, ODPs to Be Converted into GIS Based Masterplans Under Amrut 2.0

The town and country planning department is set to convert the existing outline development plans for Margao and Mormugao into comprehensive GIS-based masterplans under the Centre's Amrut 2.0 programme.

Panaji, April 24: The move will see both cities digitally mapped with data-driven blueprints covering land use, infrastructure, transport, housing, and employment.

Programme Details

  • Scheme: Amrut 2.0 sub-scheme for class II towns (population 50,000-99,999)

  • Funding: Fully funded by Ministry of Housing and Urban Affairs

  • Target towns: Those not covered under original Amrut mission (2015)

Area Coverage

  • Margao masterplan: 82 sq km (municipal area + peripheries including surrounding villages)

  • Mormugao masterplan: 42.4 sq km (Vasco da Gama planning area)

Scope

The masterplans will map:

  • Population growth, employment, industries, commercial activity

  • Schools, hospitals, roads

  • Water supply, sewerage, solid waste

  • Parks, heritage sites, agricultural land, forest cover, government-owned vacant land

Primary surveys (land use, traffic and transport, household surveys) will also be conducted.

Process

  • Paperless process using integrated mobile application developed by Ministry of Housing and Urban Affairs in association with Indian Institute of Remote Sensing, Dehradun

  • Will cover 25 socio-economic and physical parameters

  • Estimated timeline: Over one year to complete (first step: appointment of consultant)

Legal Basis

The masterplans will be statutory under the Goa Town and Country Planning Act, 1974.
