The Municipal Corporation of Delhi has activated its Swagam portal, enabling residents of 1,511 unauthorised colonies to apply for regularisation of their properties.

New Delhi, April 27: Directions have been issued to all 12 zonal deputy commissioners and building department staff to sensitise residents about the service and assist them.

Key Features

  • Architects empanelled: 711 to help applicants obtain documents and pursue regularisation certificates

  • Coverage: Properties must fall within 1,511 unauthorised colonies notified by Centre on April 6

  • Approval basis: "As-is-where-is" (existing condition)

Penal FAR Charges

Where construction exceeds permissible Floor Area Ratio (FAR), applicants will be required to pay penal FAR charges. Horizontal expansion will not be considered at this stage.

Road Width Requirement

At the time of reconstruction, property owners must ensure a minimum 6-metre road width , which may require surrendering up to 50% of land on either side, depending on deficiencies.

Process

  • Applicants must have registered on PM UDAY portal and obtained an ID

  • Enter ID on Swagam portal (documents auto-fetched)

  • Upload identity proof (Aadhaar, PAN, voter ID, driving licence) + photographs

  • Select empanelled architect to prepare building plans

  • Mandatory structural stability certificate from empanelled engineer

Applicant Support

Awareness camps and workshops are being organised. The system will be refined with NIC to handle potential surge, including automatic calculation of additional FAR.
