Pune, April 9: The scheme, covering approximately 250 hectares in the Maan-Mhalunge belt near the Hinjewadi IT hub, is currently at an advanced stage of approvals.

The Issue

The merger of Mhalunge village into PMC limits has created procedural ambiguity over the executing authority. PMRDA has sought a formal decision on whether it should continue as the designated Special Planning Authority or if implementation responsibility will shift to PMC.

Project Background

  • Initiated by: PMRDA in 2017

  • Location: Hinjewadi corridor (significant IT and commercial activity)

  • Purpose: Planned urban growth through land pooling, infrastructure provisioning, and reconstituted plot distribution

Current Status

  • Key documentation and redesign work completed

  • Arbitrator appointed to finalise technical aspects (plot reorganisation)

  • Redesigned preliminary scheme submitted to state government for approval

  • Final clearance remains pending

Landowner Concerns

The prolonged approval process has led to concerns among landowners, many of whom have indicated that uncertainty over execution has restricted their ability to transact or utilise their land.

Way Forward

PMRDA has sought immediate direction from the state to avoid further delays and enable commencement of on-ground infrastructure work, including:

  • Water supply

  • Sewage systems

  • Public amenities
